nbcs tracie potts is live with more. good morning. >> reporter: mara, good morning. the president and lawmakers are talking about it. this time we could see action because both sides are motivated. if congress drags its feet on immigration, the white house has a plan ready. president obama will lay it out today in las vegas. the white house says it's similar to what democrats and republicans introduced monday. >> we are going to get pushback but americans are saying let's get it fixed. they are in line for citizenship after paying fees and learn english. >> no one should expect the members of the senate are going rubber stamp it. >> we will never put them on a path to citizenship until we have fully secured our borders. >> reporter: advocates for

reform will push the plan. >> we are marching and rallying. >> we have to support our haitian brothers and sisters. >> republicans make no bones about it. it's police cal. >> the republican party is losing the support of hispanic citizens. >> 70% voted for president obama last fall. republicans want a chunk of that vote in 2016. now the senate plan would attract people on visas and require immaterial grants to prove while they are here they have been working. >> thanks so much. we are learning more about the devastating fire that swept through a brazilian nightclub killing more than 230 people. police detained three people in connection with the blaze. what is the latest on the investigation? >> good morning. the investigations are continuing. really, they are focusing on why

the fire spread so quickly and how come 70 people were trapped in the report that is in the darkness because obviously the lights went out. the one exit was unlit so people were stumbling around in the dark. many went to the washrooms thinking there was an exit there. they were confused with the heavy smoke. many bodies were found trapped in the washrooms. there are concern that is the premises of the nightclub the fire safety permit expired last year. that i cannot confirm. it's been disputed. that is being investigated. there are reports it fire spread incredibly quickly. it could have been a foam on the ceiling that was highly flammable. there are reports the security guards actually blocked the exits initially because they thought people were trying to get out of the club without paying. investigations will be looking into that and more. i must say 75 people are still

in the hospital in critical condition this morning. >> what a terrible tragedy. thanks so much for that. >> it's not official yet. monday the boy scouts of america announced plans to reverse gaye scouts and leaders. there would no longer be a policy on sexual orientation. in 2000, the supreme court upheld the right to refuse gaye members. the boy scouts national board votes on it this week or next week rather. it will go into effect june 1st. church organizations are firmly opposed to the move. three months after superstorm sandy pounded the northeast, congress approved a $50 billion aid package. the senate passed the bill to fund rebuilding of homes. the president applauded the move and will sign the move as soon

as it gets to his desk. >> president obama hosted law enforcement officials to promote gun control legislation. at the meeting, police chiefs who have seen mass shootings including connecticut, tuson and aurora. the police chiefs urge the president to focus strengthening background checks and mental health systems but not the more controversial efforts. the white house called the meeting very protective. to australia where rains led to flooding of biblical proportions. they have peaked in the worst hit area but not before killing four people and forced thousands to flee. stranded citizens have been rescued by the hundreds from roads inundated with water. in some cases, raging with white water. here is your first look at

the peak in kansas was the warmest you have ever seen in the month of january. that's the set up for what's going to happen today. it's a severe weather outbreak like in march or april. you are going to see a lot of moisture and warm air and a storm with a lot of cold air behind it. it's going to trigger possible tornadoes today. arkansas is at greatest risk. i'll show you that in a second. in dallas, you walk outside, it's 70 degrees. 67 in kansas city. already a record high at the stroke of midnight in kansas city. that's how unusually warm it is. be careful, snow in northern minnesota. it's this area of red, the greatest concern for tornadoes today. the state of arkansas, little rock, pine bluff down to northern louisiana back up to memphis. this is after dark. that's what makes it especially dangerous. the late night severe weather events. it's typically, when we look back and get the most
